1886  Of the 43 who did not vote the most of them were the pagan chiefs and warriors who had been told that if they did so, they would endanger other treaty rights and be struck off the Indian pay list.
1965  The region is almost inaccessible . . . and has previously been hunted only by Indians, who have treaty rights.
